WHEREAS, Dr. Thomas M. Clarke has served as Vice-President of Research and Technology at the National Center for State Courts (NCSC) from April 1, 2005 until his retirement on February 1, 2019; and

WHEREAS, with Dr. Clarke's leadership, the Research Division has developed foundational tools for the court community to use to improve the administration of justice in many areas, including case management, court performance, judicial performance, leadership and governance, problem-solving courts, and court operations; and

WHEREAS, Dr. Clarke has advanced court technology capabilities through his liaison role with NCSC constituents, state and federal courts, international courts, and national policymaking bodies; and

WHEREAS, using his unique skills and knowledge, Dr. Clarke has led and contributed to numerous reengineering, technology, and court governance projects to enable individual courts, as well as states, to improve their justice systems; and

WHEREAS, Dr. Clarke has served with distinction during his tenure authoring publications, conducting research and consulting projects, and providing advice and guidance to Chief Justices, State Court Administrators, and the national court community; and

WHEREAS, Dr. Clarke co-authored Reimagining Courts: A Design for the Twenty-First Century in 2015, which spurred dialogue and court improvement projects throughout the country, such as civil justice reform, the Family Justice Initiative, and others;

NOW, THEREFORE, BE IT RESOLVED that the Conference of Chief Justices and Conference of State Court Administrators jointly recognize Dr. Clarke on the occasion of his retirement for his extraordinary vision, leadership, and service to the state courts and express to him their gratitude for his service and contributions and best wishes in his future endeavors.
