WHEREAS, the National Association for Court Management (NACM) work from 1990 to the present culminated this year in the publication of Core Competency Curriculum Guidelines (CCCGs) in a special issue of the Court Manager Volume 18, #2, and;

WHEREAS, this is a significant addition to the judicial administration literature; and

WHEREAS, the CCCG development process involved hundreds of court leaders and judicial administration experts and academics; and

WHEREAS, publication of earlier drafts has resulted in widespread acceptance and use of the CCCGs both in the United States and abroad; and

WHEREAS the CCCGs apply to both court managers and judges holding and aspiring to court leadership positions; and

WHEREAS, work to date has focused on what court leaders need to know and be able to do rather than curriculum development.

NOW, THEREFORE, BE IT RESOLVED that COSCA encourages each state to examine the Core Competency Curriculum Guidelines as a comprehensive statement of key competencies required of court leaders; to make them available to judicial branch educators and universities for use in planning and delivering education, training and development programs, workshops and presentations for both court managers and judges; and to support their use in evaluating current judicial branch education programs and curriculum and in developing new programs and curriculum.

Adopted at the Conference of State Court Administrators 2003 Annual Meeting, San Juan, Puerto Rico, July 31, 2003.
