Resolution 24: In Support of a CCJ/COSCA Leadership Role to Encourage Effective Implementation of the Interstate Compact on Adult Offender Supervision
WHEREAS, the purposes of the Interstate Compact on Adult Offender Supervision are to promote public safety, protect the rights of victims, control the movement and provide for the effective tracking of offenders, insure a continuum of supervision of offenders moving between states and facilitate offender rehabilitation; and
WHEREAS, 49 states and the District of Columbia have passed legislation to join the Interstate Compact on Adult Offender Supervision, and the remaining state and U.S. Territories have pending legislation to adopt the Compact; and
WHEREAS, representatives of both CCJ and COSCA were part of the drafting committee for the Compact; and
WHEREAS, each state's Compact Advisory Council includes a representative from the judiciary; and
WHEREAS, judges have a key role in insuring the effective implementation of the Compact, and court orders that are contrary to the Compact can expose the state to liability;
NOW, THEREFORE, BE IT RESOLVED that CCJ and COSCA will help to insure that the judges and non-judicial personnel in participating Compact states and territories are informed about requirements of the Compact; and
BE IT FURTHER RESOLVED that CCJ and COSCA encourage state judicial educators to work with state Compact Advisory Councils to provide education programs for judges and non-judicial personnel on the requirements and procedures governing the transfer of offenders across state lines.
