Report of the Committee on Opinions Citation

Report of the Committee on Opinions Citation (1999)

As digital access to court opinions continues to evolve, the Conference of Chief Justices recognized the need for a consistent, future-ready system for legal citation. This 1999 report, adopted at CCJ's 22nd Midyear Meeting, explores the implementation of universal citation formats — a medium- and vendor-neutral approach to referencing court opinions.

The report provides guidance on:

  • Structuring a universal citation, including case name, year, court abbreviation, sequential opinion number, and paragraph pinpointing.
  • Managing published and unpublished opinions, including recommendations for numbering and editorial processes.
  • Assigning official status to electronic opinions and ensuring their accuracy and security.
  • Adapting to new technologies like web-based opinion archives and searchable online databases.
  • Cost-effective methods for transitioning to this model, illustrated by Oklahoma's early adoption and positive outcomes.

This foundational document offers courts a roadmap for transitioning toward accessible, authoritative digital case law.
