WHEREAS, after graduation from Harvard Law School, Professor Roy A. Schotland served as a law clerk for U.S. Supreme Court Justice William J. Brennan followed by private practice before beginning his teaching career as a professor at the University of Virginia Law School and ultimately as Professor and now Professor Emeritus at the Georgetown University Law Center; and

WHEREAS, among other areas of professional expertise, Professor Schotland is widely recognized as one of the nation's foremost experts on election law and on all aspects of judicial selection; and

WHEREAS, in recent decades of his long career, Professor Schotland has devoted much of his intellectual activity, advocacy, and energy to defending Code of Judicial Conduct provisions applicable to judicial candidates and to preserving a non-politicized judiciary; and

WHEREAS, Professor Schotland has generously made his expertise and skills available on a pro bono basis to support the Conference of Chief Justices Amicus Review Team, serving as counsel in preparation of numerous amicus briefs before the U.S. Courts of Appeals and the U.S. Supreme Court; and

WHEREAS, Professor Schotland in his scholarly articles and other professional activities advanced knowledge among legislators and the public about the distinctive features of the state courts and the role of the state judiciary; and

WHEREAS, Professor Schotland has otherwise enhanced the work of the Conference of Chief Justices by developing and contributing to numerous education programs and by offering sage counsel as a regular invited participant in the Conference's annual and midyear meetings; and

WHEREAS, Professor Schotland has made many other contributions to the well-being and effectiveness of the state courts through his service as a senior advisor to the National Center for State Courts;

NOW, THEREFORE, BE IT RESOLVED that the Conference of Chief Justices recognizes and honors Roy A. Schotland as a valued friend whose unfailing commitment and outstanding contributions over many decades have strengthened the ability of the state courts to deliver justice as an independent branch of government.
