Resolution 1 In Appreciation of Sue Dosal
WHEREAS, Sue Dosal is a pioneer in the profession of court administration and a member of the first graduating class of the University of Denver College of Law master's program in judicial administration; and
WHEREAS, Sue Dosal began her professional career as a court management consultant with the National Center for State Courts and served the National Center in many capacities including as a member of the National Center for State Courts Board of Directors; and
WHEREAS, Sue Dosal was a founding member of the National Court Interpreter Consortium, having served as chair of that organization and has worked tirelessly to ensure proper training and certification for court interpreters across the country; and
WHEREAS, Sue Dosal has served with high distinction as State Court Administrator for the Minnesota Judicial Branch for thirty years and has been instrumental in the success of every major initiative in the Minnesota court system including:
- Unification of the Minnesota trial court bench
- Transitioning the Judicial Branch to full state funding
- Passage of a constitutional amendment creating the Minnesota Court of Appeals
- Construction of a new Minnesota Judicial Center housing the Supreme Court, Court of Appeal and State Court Administrator's Office
- Implementing a state-of-the-art case management system
- Forming a new unified governance structure under the Minnesota Judicial Council
- Creating the Minnesota Court Payment Center to centrally handle Minnesota's one million payable citations
- Developing a Self Help Center to meet the growing demand of pro se litigants with online help, courthouse workstations and telephone access to attorneys
- Creating a central office to oversee and audit conservator annual accounting reports
- Laying the groundwork for the transition to eCourt MN — moving to an all-electronic court record in Minnesota
WHEREAS, Sue Dosal served as President of the Conference of State Court Administrators (COSCA) and has served a number of terms on the COSCA Board of Directors; and
WHEREAS, Sue Dosal has been the recipient of numerous national awards including the prestigious 2008 Warren E. Burger for Excellence in Court Administration and the National Center for State Courts Distinguished Service Award; and
WHEREAS, Sue Dosal has spent her career recognizing challenges, seeing opportunities for improvement, and leading with a steady, innovative and thoughtful approach in an effort to improve the justice system in Minnesota and nationally;
NOW, THEREFORE, BE IT RESOLVED that the Conference of Chief Justices honors and thanks Sue Dosal for her decades of valuable service to the administration of justice.
