Resolution 6: In Support of ABA Resolution 106 Regarding Funding for Court Security
WHEREAS, the Conference of Chief Justices and the Conference of State Court Administrators adopted Resolution 5 In Support of Court Security at their mid-year meeting on February 1, 2012; and
WHEREAS, access to a secure, safe court environment promotes public confidence in the administration of justice and in the stability of government; and
WHEREAS, breaches of court security and violence towards participants in the judicial process, judges, court personnel, and their families have resulted in serious injuries or death in recent years; and
WHEREAS, continued incidents of violence in state, local, and territorial courts have highlighted the need for improved security for court facilities; and
WHEREAS, the American Bar Association's proposed Resolution 106 on court security urges all state, local, and territorial legislative bodies and government agencies to adopt laws and policies for the development and funding of adequate security protocols to promote access to the fair and impartial administration of justice and to prevent acts of violence related to the justice system; and
WHEREAS, the American Bar Association's proposed Resolution 106 urges state, local, and territorial courts to engage in comprehensive reviews of each court's security needs and to create and regularly review judicial system security protocols that fulfill those needs and seek funding necessary to implement those protocols; and
WHEREAS, the American Bar Association's proposed Resolution 106 encourages the development of resources to educate those who participate in the justice system how to identify potential security threats related to the administration of justice, and how to be effective first responders in the event of an incident of violence;
NOW, THEREFORE, BE IT RESOLVED that the Conference of Chief Justices encourages the American Bar Association House of Delegates to adopt Resolution 106 in support of improving funding for court security in state, local, and territorial courts.
