Implementation Plan for the Conference of Chief Justices
Adopted in 2001 by the Conference of Chief Justices, this comprehensive implementation plan provides a national framework for improving lawyer conduct and promoting professionalism across U.S. state courts.
The report builds on the 1999 National Action Plan by offering detailed guidance to state supreme courts on how to lead and sustain reforms related to legal ethics, judicial oversight, public trust, and cross-sector collaboration with bar associations and law schools. Key focus areas include:
- Establishing professionalism commissions
- Improving disciplinary systems
- Promoting public outreach and trust-building
- Encouraging CLE, mentoring, and transitional education
- Coordinating national and state implementation efforts
It also recommends infrastructure support through dedicated court committees, electronic information networks, and sustained funding to ensure effective execution.
